A productive two-day field visit to Estonia marked an important milestone in the development of the Avara Offshore Wind Project, which aims to deliver up to 900 MW of offshore wind capacity 60 km off the coast of Saaremaa.
The visit was valuable to further determine the project’s scope, assess technical and logistical conditions, and strengthen cooperation with key stakeholders.

Strengthening Technical Foundations
Throughout the visit, discussions focused on innovation opportunities, infrastructure readiness, and regulatory processes to ensure the project’s smooth progression into its next development phase. The project team was particularly encouraged by the collaborative mindset and expertise demonstrated by our Estonian counterparts.
Key Highlights from the Visits
Marketex offshore Constructions — A highly engaged and experienced partner in marine steel works, particularly in anchor fabrication. Marketex demonstrated strong technical capabilities and a proactive approach to collaboration, reinforcing their role as a solid European partner in the offshore wind supply chain.
Port of Paldiski — The port's robust indrastructure forward-compatible layout and strategic positioning in the Baltic region is impressive. With ample storage space, significant quay capacity, and full readiness expected by 2026, the port stands out as a vital hub for offshore wind logistics in Estonia and the Baltic Region.
TTJA (Estonian Consumer Protection and Technical Regulatory Authority) — TTJA provided valuable insights into the permitting requirements, process and regulatory alignment, ensuring that Saare 1 continues to progress in full compliance with Estonian standards.
Ministry of Climate — Discussions with the renewables team highlighted the shared ambition to accelerate Estonia’s energy transition and foster cross-sector collaboration.
French Embassy in Estonia — the constructive dialogue with the French diplomatic team was highly appreciated, further strengthening Franco-Estonian cooperation in renewable energy development.
