While major energy players in Estonia are pressing pause on offshore wind investments, a French-backed consortium is choosing a different rhythm. Through the Avara project, Ocean Connect Energy is moving forward with plans for Estonia’s first floating offshore wind farm, located off the coast of Saaremaa and designed to reach nearly 900 MW of capacity.

Rather than waiting for uncertain state support schemes, the developers are already investing millions in environmental studies and technical surveys, betting on floating wind technology never before deployed in the Baltic Sea. Assembled in ports and towed offshore, the turbines could turn Estonian harbours into long-term industrial hubs, creating skilled local jobs and anchoring new expertise in logistics, maintenance, and research.
